Based on #47, add some documentation and examples about how one might go about setting the env_filter.
env_filter
Off the top of my head, it would include:
jupyter notebook --CondaKernelSpecManager.env_filter="(bad|awful)_thing"
jupyter_notebook_config.(json|py)
