A defunct friend, lost at the sea of the core

I'm following a 100% walkthrough of the NXEngine version and I can't find the tow rope to save Curly Brace with. Did I do something wrong?
Honestly I'm gonna be mad if I have to play through the whole entire game again.

Do you chose to talk to Booster and obtain Booster 0.8? From what i heard if you do so you got softlocked into the normal/bad endings of the game as the rope wouldn't appear if you chose to talk to Booster.
