Restore loop the pods of restore<instance>-db-management even when the restore is complete. #2055

Bug Summary

When i restore a backup using the CDR "Restore" the pod db management of restore bootloop each 3-4 min and try to restore each time.
I found a bypass by reducing the deployment of operator to 0 when the pod is doing the postgresql restore and delete the restore CDR. When boot operator the restore finally resume the restore.
