Different behavior when using ANSIBLE_VAULT_PASSWORD_FILE or vault_password_file

Just noticed potential inconsistency when using --base-config:

# ./config/molecule/config.yml
provisioner:
  config_options:
    defaults:
      vault_password_file: ../../scripts/ansible-vault-password.py

This will fail.

When using vault_password_file: $HOME/path/to/repo/scripts/ansible-vault-password.py absolute path it will succeed.
When using export ANSIBLE_VAULT_PASSWORD_FILE=./scripts/ansible-vault-password.py relative path it will succeed.

At the same time

# ./config/molecule/config.yml
provisioner:
  inventory:
    links:
      group_vars: ../../environments/development/group_vars/
      host_vars: ../../environments/development/host_vars/

will be absolutely happy about the relative paths?

Why such inconsistency? Or can anyone spot where I am wrong?
