Revise the release process

The following steps need to be revised:

• The release.yml file should trigger for revised
• The release candidate cannot be copied anymore as it need to be signed with a commiters key
• The release instructions should contain clarification regarding the version of java used to build the project locally as it must be aligned with the one used on the CI
• The announce templates should use the correct urls
• The registration of the release on reporter.apache.org should mention that only an PPMC member can do that
