What happened
Add a folder into Favorites tab. The folder structer should containg a project. The project can be in deep in the folder structure. In my case its maven projects. Navigate to a folder in the stracture and create new sub folder through the wizard. The wizard will try to create folder in root of project , not in folder, where the New Folder wizard was invoked.
