Is your feature request related to a problem? Please describe.

In #839 it was initially proposed to set renovate-bot to only open PRs on some schedule (e.g. weekly), but we eventually decided to only add a label.

As of the time of writing, renovate-bot has 10 open PRs out of 48 PRs against main.

We should probably determine how much noise is too much noise from renovate-bot and configure it to not exceed that threshold. For my part I still think restricting it to filing PRs once a week or so would be sufficient.

In Apache Iceberg dependabot runs weekly and also has a limit on the number of open PRs. By comparison we have much less capacity to review dependency PRs.

For context, my initial proposal was:

  1. Use label for renovatebot PR
  2. Use weekly update
  3. Use group all to have a single PR for updates instead of one PR per update

We got concensus on 1 only, and it has been merged. For instance, this new renovatebot PR #1021 has the label renovate-polaris. It should be possible to use this label in mail filter.

For update schedule, we already have AWS and boto updates weekly schedule (because these dependencies do daily releases). Honestly, I don't have a strong opinion about the schedule. By experience, once on regular pace, we don't have very often updates. If you think it deserves a vote to get consensus about update pace, it's fine.

At minimum this needs to change to weekly and grouped. There is way too much noise right now
