特定のユーザーのニックネームを監視
変更時に後ろから2文字目までの文字列を新たな元号とする
その際、お知らせとしてメッセージを発出する

!gengo or !era : 現在の元号/年数/経過日数を表示する
!next-year : 現在の年数を1進める（特定のユーザーのみ利用可）
