A GitHub App, built with Probot, that follows Conventional Commits and Semantic Release model to create GitHub Releases.

Basically, it does exactly what the semantic-release package does under the hood to release GitHub releases. Note that it not handles NPM publishing, it should still use semantic-release package per project to have full automation of the releasing process.
