sshd: default executables for SCP and terminal session aren't found #3

Therefore, neither scp nor incoming terminal session without a specific command line work.

Also: the PATH variable in an incoming session opened with -C cmd.exe does not contain elements propagated from parent sshd, resulting in the new session shell being unaware of distro-specific executable/library lookup directories.

SCP: system PATH elements propagated down to the client should include distro-specific paths, however ended up in PATH (see armdevvel/mxe-SHARED#42 regarding which paths should be considered distro-specific).
