Don't attempt to continue if unable to enumerate existing issues #16

The current script is vulnerable to transient errors which prevent fetching the current Github issues list, but then clear in time to allow adding new issues. I ran into a situation where the script added a large number of duplicate issues to my repository due to this.

I recommend aborting if the current issues list can't be fetched. (There's code in my fork, but it's a trivial change)
