Initial release for Ubuntu 18.04 LTS

Initial release with downloadable deb for easier installations on 18.04 Ubuntu systems. This deb will not install on 16.04 because it requires pandoc >= 1.19, gradle > 3, and groovy >= 2. Untested on non LTS releases.
