Changes time according to the person viewing #9

Hi Avi,
Recently we're migrated from Azure DevOps Server to Azure DevOps (TFS OnPrem to Cloud), and few of our users have encountered similar issue. When they set the Date (without the time as there's no time)
- seems that in the background it does keeps the time (can been seen in history
but eventually seems that it presents the time according to the location of the user.
For Example: it changes the date according to the time zone of the person viewing.
By default it's 00:00 IL time, so if person is from different country it will show the day before.
