From 1st February AWS are going to charge $0.005/Public IPv4/Hour, regardless of whether they're in use or not - https://aws.amazon.com/blogs/aws/new-aws-public-ipv4-address-charge-public-ip-insights/

We should investigate moving DeepRacer for Cloud to IPv6 for the public NGINX access to avoid the charge.
