Add 'Best practices' section to CDK Workshop

Description

Many CDK users onboard with CDK workshop. When they finish the workshop they are looking for best practices docs and they don't know where to find them.

Proposed Solution

Let's maintain a new section at CDK Workshop and name it "Best Practices".
We should add links to all the best practices blogs posts we publish.
Currently, we have the following:

• Best practices for developing cloud applications with AWS CDK
• Align with best practices while creating infrastructure using cdk aspects
• Recommended AWS CDK project structure for Python applications
• Best practices for discoverability of a construct library on Construct Hub
