New function to monitor host cpu/mem stats

It's desirable to monitor the resource utilization of the Greengrass host system. Ideally, metrics could be sent to CloudWatch as custom metrics so that alerts, events and trends could be observed. Python might be a good starting point for an implementation.

This could be a good example function in a few languages to showcase the no container option. Will investigate.
