Feature request - Add localstack + CDK local #72

Integrate localstack in order to improve the local development.
CDK local can be used to deploy the stacks locally instead of a cloud environment
Review some resources should be mocked or adapted to be deployed locally. The goal is to deploy the main stack locally.
