Add repository link in pom.xml to allow automatic fetching of changelogs

Motivation and Context

Dependency update tools like Renovate need the scm URL in the pom.xml file to be able to automatically retrieve changelogs for new releases.

Modifications

• Configure scm URL in software.amazon.awssdk:bom's pom.xml file.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Documentation
