Add Annotations to the charts

@rcastle1 suggested we add annotations to the charts to indicate different things that are happening during a run/test that isn't displayed on the dashboard.

For example, it would be really useful to have an annotation pointing out when the valves were actuated or unactuated. Having a clear line in the telemetry would give us a clear time delay between actuating valves and seeing limit switches deploy.

It would also be sweet to be able to filter by annotation, i.e. jump through the two hours worth of data to when the motor started spinning or jump to pre-charge.
