should apache-airflow be a development dependency of cornflow_dags #542

I see that neither the requirements.txt or requirements-dev.txt has apache-airflow. But some files such as DAG.activate_dags call airflow functions.

Maybe it should be added to the requirements-dev.txt file? There's probably a good reason not to add it maybe?
