Add methods for programmitcally constructing `LanguageSet`

Right now, it is painful to test things that rely on the language set. It would be nice to have some functions from the inner set be implemented.

Specifically, the FromIter trait should be implemented.
Also take a look to see if there's anything else that may be useful to implement for constructing a LanguageSet.
