[Feature]: add a global --app-id explicit flag

# Summary

We will start to have commands to wont require the user to be in a specific folder project to work (today we need it because we try to read the .app.jsonc with the app id), we want a way for users to specify the app id from the command itself.

examples:
```
base44 entities record list --app-id <my app id>
```
