Repository migration blocked by rules_kotlin build error on Windows (bazelbuild/rules_kotlin#1408). I am going to extract the Bazel 9 headless tests to a new PR since they are already working. |

Updates the project build to Bazel 9 and adds Bazel 9 to the headless tests. Since the aspect tests are run by the project's Bazel version, they have to be updated for Bazel 9 as well.
