Offset out of bounds

Discovered as part of the bblfsh/bblfshd#268 (comment)

Driver fails to parse e.g this php file with FailedPrecondition desc = offset out of bounds: 5493 [0, 5490].

Normalization mapping for semantic mode needs to be updated.

The file is not valid UTF-8, it may have caused the issue.
