API Services Portal Issue

User Story

As an API provider using the API Services Portal,

I want additional context for links to external sites on the Gateways list

so that I know what to expect from the link behaviour.

Sign on to the API Services Portal and go to the Gateways manager by using the navigation tabs: https://api.gov.bc.ca/manager/gateways/list

EXPECTED

External links to DevHub have a visual indicator.
I propose to use the existing icon (up-right-from-square) from the Help dropdown menu.

ACTUAL

External links to DevHub do not have a visual indicator.
