Create tests to ensure that editing an alert through the api result in related caps being edited / updated

Acceptance Criteria

test when a new alert is created it should also create a corresponding cap
test when an alert is edited a new corresponding cap is also updated
test that cap history is being captured
test that cap areas are properly updated
