Integrate with APS API Gateway

The intent for the application is to be publicly accessible. This exposes the application to the risk of DOS attacks. This ticket would see the api for the application integrated with the APS teams API Gateway.

Acceptance Criteria

• the api for the application is integrated with the APS teams API gateway
• the api is discoverable through the BC data Catalog
• public (non authenticated) users requests to the api will be throttled.
