Add Document Generation for Individual Alert #89

When authenticated add a button that allows users to generate a pdf version of the alert.

Document should include:

all the fields associated with the alert
the date the document was generated
The url to get the live information for the alert
the map

User will click the button, and when the document is generated it will automatically download in the browser
