Some issue profiles (idim, lsbc) depend on files hosted in the issuer-kit repository for their builds - see this and this. These are just configuration files, and this is preventing us from being able to archive the issuer-kit repository.
Builds for production issuers should be tweaked to remove this external dependency and be self-contained to this repository.

Opened #231 to address this - changes still need to be applied to OCP.
Since we are going to want to move issuers to Traction sooner rather than later, I opted for the minimal set of changes to make the builds self-contained to this repository. Once we move to Traction neither build will be required anymore.
I am also wondering if we should deploy the agents directly referencing the image tag, rather than a build with an image tag that is overwritten by the build parameters, potentially... The ACA-Py standalone chart would be very helpful in this scenario even if we decide to keep independent deployments.
