Exclusion layers text file creation

This file needs to have all the layers from fc2ago in it to avoid duplication when publishing layers.

Hi Brock,

Attached is exclude list to include in the agol publication process. Please note that only feature_class es that are populated, need to be excluded. The othes that are included were in the fc to ago publication scipt, but I could not find valid feature classes for them. Will need to follow up and get them added when I have time.

I am not sure that you need the other 3 attributes, but added them just in case they are needed.

I converted the exclusion list provided by Bruce into .JSON format, and added it to the repository:

app\mxd\config\excluded-feature-classes.json

The "build" script had been revised to ensure feature classes listed in this file do not end up in the produced .mxd files.
