I had this error too and was able to get past it by changing the python symbolic link to version 2.7:

ls -l /usr/bin/python
sudo ln -sf `which python2.7` `which python`

I ran into other problems getting this to work in Arch Linux though.

As @nbaird mentioned, the program is expecting that python2 is the default version on your system. Though in my opinion, changing the symbolic link to the default python for a single program is a bad idea.
virtualenv can be used to get around this issue without potentially breaking other programs. (python-virtualenv on Arch Linux, but it should be the same package on Debian based distros).

After installing virtualenv, create a virtual environment in a new directory using the python2 binary:
virtualenv --python=$(which python2) --no-download tether-venv && cd tether-venv

Then activate the environment:
source bin/activate

You can then move the original Tether folder to the current directory and proceed with normal installation.
After you are finished compiling, you can deactivate the environment with deactivate.
