Email works but email notifications don't

First, thanks for setting up this taiga example. It has made deploying taiga really easy for my workgroup!

I have a request for help/possible issue. I have enabled email and when I log into the taiga container and issue

python3 manage.py sendtestemail my@email.com

It works perfectly (same for forgot password emails)

However, no matter what I set my notifications no, matter what the value of CHANGE_NOTIFICATIONS_MIN_INTERVAL I cannot get email notifications to work.

When I issue

python3 manage.py send_notifications in the container it does nothing.
