[Low Priority] Add Actions to send info to the admin Discord server about GH Issues, PRs and also CI/CD status and errors

I created three channels on the administration Discord server: issues, pull-requests and ci-cd
Would be nice to have some Github Actions to send some notifications to those channels when issues and PRs are created, the main docker build workflow fails, the docker image is sent to DockerHub, etc
