Make the
/update command only for users with admin permission (on admin server) #48
The admin server is supposed to be used for administrators of the different ULB servers and the bot maintainers, the
/updatecommand on the admin server should be reserved only for admins on this admin server (so bot maintainers, etc) since this action can cause unwanted effects on all ULB servers (when force rename is set to true on force update)
