Restrict to nearby only transfers

There are a couple of reasons online transfers:

• Data usage within Payload (currently not enforced)
• Data caps from ISPs (one user reported being capped and worried about online transfers starting without intent)

So, we need a way to give user control over this. A toggle, mode, per transfer, per device, isn't clear yet. If you're affected, please state your use case.
