Check Cache Drive Size for Ignore Exception Handling

By checking cache drives size to know that have exist enough space to cache next exception or not, either by knowing size if drive limitless, we can to ignore or throw an exception to do not saving next exceptions and etc.

Add MaxQueuedErrors variable to ECS for skip new errors by count more than limit.
