Text Annotation Flavor

We are developing a second iteration of a text annotation TSV format and it might be beneficial to use this as a text case for adding another flavor. Our tC Create tool would be both a creator and consumer of this format and Autograph would at least be a consumer of this too.

We will soon have a page up describing the format in more detail, at which point I'll link to it from here.
