PRF unsupported authenticator UX #580
Description
Define the user-facing flow when is_prf_supported() returns false.
- What does the user see if their authenticator doesn't support PRF?
- Show clear messaging explaining the limitation
- Recommend PRF-capable authenticators (system passkey, 1Password, Bitwarden)
- Gate the backup setup UI behind PRF availability check
