Kafka Cluster ID verification problem

What architecture are you using?

amd64

What steps will reproduce the bug?

1. Create a KRaft Kafka cluster (Generate Cluster ID with openssl rand -base64 16)
2. If your cluster ID contains Equal Sign (=) you will get an error about cluster id mismatch (Image is trying to escape = and compares = with \=)

What is the expected behavior?

Work normal :)

What do you see instead?

escape = and compares = with \=
