This is not a bug. Please read the release notes for Frigate 0.15 and see the FAQ, Upgrade issues question 1.

Thanks. If I use H.265 for record stream and H.264 for detect, should I use per stream hwaccel_args setting?

Yes, though hwaccel for the record role isn't strictly necessary as there is no decoding happening.
