Disable/enable agent in front matter

Add support to disable/enable a rule for a specific agent in the front matter.


### Example: 
allow list:
```
allowed_agents: ["claude", "cursor", "firebender", "goose", "amp"]
```

block list

```
blocked_agents:  ["amp"]
```
