If the app was set to fullscreen or immersive and is closed (or crash) when it will reopen it will be a fullscreen/immersive instance in a non maximized window. (so there is no top bar with an icon to maximize it.) I'm unsure if it's intended behaviour or not.
If I start the app with the fullscreen argument it works as expected, launch, maximize and go fullscreen. I would expect the same behaviour from the saved state of the app when launched with no argument.
Tested on Linux mint, Ubuntu 24.04 and Windows 10.
