What steps will reproduce the problem?
1. Run 
http://otter.topsy.com/search.json?window=a&allow_lang=en&q=loving+blueseed&type
=tweet - no results
2. Remove the allow_lang=en parameter, re-run: 
http://otter.topsy.com/search.json?window=a&q=loving+blueseed&type=tweet - one 
result, in English
