Accordion "jump" JavaScript should be disablable

The Accordion.html template always includes a piece of JavaScript that changes the location.hash property to the ID of the clicked accordion panel when a panel is opened. This also causes the browser to jump around every time a panel gets uncollapsed. I find this irritating and think that the behaviour should at least be globally disablable.
