Question regarding the settings variable

I have seen that in the FrontPage page layout something like {v:variable.typoscript(path: 'plugin.tx_fluidbootstraptheme.settings') -> v:variable.set(name: 'settings')} is set. So the settings variable gets populated with the contents from the ts setup. Why are these settings still available in partials and content elements when accessing them with {settings.<name>}. I have tried the same in a custom extension but can't get it to work.

Some hint would be appreciated.
