After changing the email address for an existing user the bot doesn't send notifications anymore. Talking to the bot still works, and disable/enable doesn't fix the situation.

Bug confirmed, I had to remove the entry in the state.json file manually. The Cisco WebEx Teams spark_person_id stays stable after an email change.
