python-pcl module is installed via apt. It ships the pcl module for python, but doesn't have pcl.registration, thus the distribution is incomplete. This module is used in deepsulci.pattern_classification.method.svm.

python-pcl does not install using pip nor conda, and cannot be built from sources with the recent versions of pcl-c++. python-pcl seems outdated and barely maintained.
