I'm experiencing this same issue, and am using the latest version of the SVG Reader extension published September 29, 2017 - does anyone know of a fix for this issue? For me, it's the United States map, which works perfectly fine, but sometimes when loading the page, it will show the united states map zoomed in with the color scheme above (CA in neon green). Expanding the map and then shrinking it back down, refreshing the page, or navigating to another page of the report and then back all will usually clear the overlaid map of California. I have replicated this on both Chrome and Internet Explorer on a screen with 1920 x 1080 resolution Operating with Windows 7. I have not been able to find any consistency in when this happens, but it's probably about 30-50% of the time.
