Add table for tracking Bridge2AI data release locations

Related to #135
At the Bridge2AI Standards WG meeting today, we discussed the need for a centralized location for finding locations of Bridge2AI datasets.
The Registry is an ideal place for it, since we can link directly to IDs for the corresponding platforms, standards, and tools.
Rather than a dataset in its own right, I think this could be more like a view or a derived table; the result of filtering on the GC names and the platforms they use for data releases.
