Energy calculation formula and implementation related to miner's pass

Currently, it seems that the energy accumulation of a miner's pass is only related to the balance on the address? How then should it be calculated, and how do changes in the address balance affect the accumulation?

I've designed a basic framework, but I'm still working on the specific parameters. We can discuss them together.

0. Miner certificate energy is an unsigned integer.

1. After the miner certificate is activated, and the associated address has a balance exceeding 0.001 BTC, energy can be accumulated.

2. The miner certificate energy changes with each block. The change value is related to the balance of the associated address.

2.1 Balance remains unchanged or increases:

Miner certificate energy increases. The increase value is the current block's associated address's BTC balance * 10000 * R.

The R is related to the H, H = current block height - miner certificate's activation block height. The larger the H, the larger the R, but the R has an upper limit.

2.2 Balance decreases by D:

Energy decreases by D * 10000 * 6 * 24 * 30
After the balance decreases, the miner certificate's activation height will be updated to the current height.

3. Transfer of miner certificates

3.1 If the miner certificate is already mining (with an associated ETH address), 60% of the old miner certificate's energy is inherited upon transfer.

3.2 If it is not mining, 80% of the old miner certificate's energy is inherited.
